Kelvin Onuoka
Kelvin Onuoka

Group Chairman

Kelvin Onuoka is the Group Chairman for Propel Energy Group, LLC USA, a global energy services company. He also sits on the Board of Propel Group (Pty) Limited, an international services, trading, and investment company. He was directly responsible for the Group’s global expansion and for upholding corporate governance principles.

Kelvin began his career as an attorney, specializing in corporate commercial and petroleum law and practice. In 2007, he co-founded a consulting firm that facilitated over $1 billion in foreign direct investments across African borders.

Mr. Onuoka has completed various Senior Executive Programs worldwide and has over a decade of experience in business planning, capital raising, turn-around strategies, deal advisory, and financial modeling. In addition, he has advised several African governments on policy issues aimed at attracting foreign direct investments.

Mr. Onuoka holds a Law degree (Honors) from the University of Lagos, Nigeria. B.L., ACIArb, MIcf.

Bobbie Neubert
Bobbie J Neubert

Chief Executive Officer

Bobbie Neubert is the Chief Executive Officer for Propel Energy Group, LLC, USA. She has over 35 years of energy industry experience, handling business management and finance matters. Her work includes managing privately-owned oil and gas companies and investment portfolios.

As a third-generation oil business executive, she gained expertise serving R & N Associates in upstream and midstream endeavors in developing oil, gas, coal, and mining exploration, drilling, testing, negotiating, purchasing, and selling. She has managed or operated 150 oil and gas properties during her career.

In 2008, Ms. Neubert founded Signal One International, LLC (SOI), focusing on various oil and gas trading business interests. She has served as Chief Executive Officer and Chief Financial Officer with SOI.

Bobbie holds a bachelor’s degree in Industrial Management - School of Industrial Engineering from Purdue University with graduate work in GIS technology at the University of Texas at Dallas.

Segun Olowo
Segun Olowo

Chief Operating Officer

Segun Olowo is the Chief Operating Officer for Propel Energy Group, LLC USA. He has 15 years of experience in the oil and gas industry. Mr. Olowo has held various positions in strategic operations and business development in the petroleum upstream, midstream, and downstream sectors. His work has encompassed a large spectrum of onshore and offshore operations within the commercial shipping environment.

Mr. Olowo is also an experienced professional in the international handling of clean/dirty cargo, including finished, refined products, crude oil, heavy fuel oil, and petrochemicals. In addition to his work in the oil and gas industry, Segun established two successful mining companies: a gold mining company in Sierra Leone in 2017 and a diamond mine in Zambia in the same year.

Mr. Olowo is an Alumnus of the University of Lagos, Nigeria, where he studied mathematics. During his career, he has earned several professional certifications in oil and gas trading and operations.

Roni Britton
Roni Britton

Communications Director

Roni Britton is the Director of Communications and Marketing for Propel Energy Group. She has 17 years of experience in technical writing, graphic design, and communications/marketing serving the oil and gas and aviation/aerospace industries.

Her recent work includes technical writing for Amazon Prime Air, where she created documents supporting Prime Air’s Unmanned Aircraft Systems (UAS) or drone technology. Before that, she authored, edited, and organized flight training courseware and marketing materials for Boeing’s Learning Program.

Roni has worked with subject matter experts (SMEs), company teams, and their partnering associates to create various types of documentation, proposals, multi-volume regulatory material, and marketing material. She transforms complex ideas into concise prose that speaks to diverse audiences.

Roni holds a bachelor’s degree from the University of Texas at Arlington, Texas, a MASc from The Edison Institute, and a Ph.D. from Clayton College of Natural Health.

Shae Armstrong
Shae Armstrong

Legal Counsel

Shae Armstrong, a partner at the Bradley Law Firm in Dallas, Texas, is Propel Energy Group’s legal counsel. Shae focuses his practice on project finance, including equity financings and lender and borrower representation, emphasizing real estate investment and development, private equity, and EB-5-related cross-border financing transactions.

He advises private companies in general corporate matters (including general contracts preparation and review), securities, fund structuring, compliance policies and procedures, investor relations, hospitality and multi-family related operations guidance, and broker-dealer arrangements. Shae is also a Certified Financial Crime Specialist through the Association of Certified Financial Crime Specialists (ACFCS), and he advises his clients on anti-money laundering compliance matters.

Shae has advised U.S. House and Senate offices, committees of the U.S. Congress, and policy and industry trade groups on alternative and international investment and lending matters. Further, numerous publications have cited his work, including The Wall Street Journal, The New York Times, and The Franklin Center for Government and Public Integrity.

Justin Varnon
Justin Varnon

Chief of Accounting

Justin Varnon is a partner at Armanino LLP in Dallas, Texas, and he works directly with Propel Energy Group as the company’s CPA and advisor. Justin specializes in tax and advisory services for entrepreneurial businesses and their owners. In addition, he focuses on providing proactive tax planning to increase profitability for his clients.

His extensive experience and knowledge base in business tax are augmented by his strong relationships within the various specialized areas of taxation. This expertise makes him a trusted and valuable resource for clients with a broader spectrum of compliance requirements. In addition, Justin is known for his responsiveness and ability to distill complex regulations and strategies into straightforward solutions.

Justin received his B.B.A. in accounting from Baylor University. He is a member of the American Institute of Certified Public Accountants, the Texas Society of Certified Public Accountants, and the Council of Petroleum Accountants Society.
